Personal License is for personal, non-commercial purposes in non-business, non-commercial environment. That is, you only intend to use it at home for private use. The license code is assigned to a private person to run the software on a single computer.
Business License is required if you want to run the software in a non-personal environment in legal entities, including companies and organizations, for general commercial or non-commercial use.
